State Administration of Foreign Experts Affairs, P.R. China (SAFEA)
YRDSB has been officially licensed by Dept. of Culture and Educational Experts, State Administration of Foreign Experts Affairs, P.R. China since January 21, 2008 to recommend educational/cultural professionals and experts to work in China’s publically funded as well as non-government elementary, secondary schools, colleges and universities.
As the administrative department of the Chinese government in charge of the national introduction of foreign intellectual resources, SAFEA is responsible for the administration concerning experts from abroad, and from the Hong Kong SAR, the Macao SAR, and Taiwan region, in the fields of economy, technology, management, education, science, culture, healthcare, including experts working in foreign invested ventures, those working under import contracts and key construction projects. It is also in charge of sending Chinese technical and managerial professionals from government departments and enterprises for overseas training.
CHINA Association for International Exchange of Personnel (CAIEP) a non-government organization under SAFEA and specializes in the exchanges of international talent between China and foreign countries. The mission of CAIEP is to promote the exchanges of personnel in China’s industry, agriculture, commerce, finance, science/technology, education, medicine and culture with other countries of the world, and to enhance China’s economic development and friendship. CAIEP and SAFEA have an representative office in Canada (North York, Toronto).
CAIEP has been a key partner of YRLC since the summer of 2008 in the YLRC’s Summer Teacher Abroad Program (via its subordinate division China Services International, or CSI). YRLC and CSI jointly operated the 2008 Summer China Foreign Language/ Cultural Exchange Program in Weifang, Shandong Province, China with huge success. The Program integrated the training of 300 local English teachers and a English language camp for approximately 1500 local students, leaving an unforgettable experience for both the local teachers/students and YRDSB staff both culturally and professionally. YRLC selected 42 YRDSB teachers to participate the one-month program in Weifang. In the summer of 2009, the same program is expanded to Huizhou, Guangdong Province, China.
YRLC and CAIEP have entered into a framework agreement that entails the two sides will work together in the Summer Language/Culture Exchange Program, certification and training program for university graduates who have interests to teach at Chinese public elementary/secondary schools, English teacher recruitment and professional training program for Chinese teachers and principals.
Taiwan Economic and Cultural Office (TECO), Canada
In March 2008, YRLC entered agreement with the Cultural Division, Taipei Economic and Cultural Office (TECO), Canada, the representative office of Ministry of Education of Republic of China (Taiwan), to work as the exclusive organization in the Province of Ontario to recruit Canadian certified teachers to work at the publicly funded elementary and secondary schools in Taiwan. YRLC and the Cultural Division of TECO have also been in discussions on cooperative initiatives in other areas, including Taiwan High School Scholarship Program for YRDSB secondary school students and the volunteer programs. Currently 4 YRDSB teachers are teaching English in Taiwan.
Capacity Building in the Use and Application of Information and Communication Technologis (ITCs) for Social Inclusion and Socio-Economic Development in Argentina
Objective
The objective of this project is to transfer Canadian 'know how' related to the creation of Computer Refurbishing Centres and capacity building in the use and application of ICTs as a tool to promote social insertion of youth-at-risk and reduce the digital divide.
Two Components
This $4.268 M project has a contribution of $1M from the Canadian International Development Agency (CIDA) and will be implemented 2005 to 2008. It consists of two distinct and complementary components:

The project involves the collaboration of many Argentinean stakeholders such as the National University of San Juan, NOGs, government and local and national businesses, and Canadian experts to transfer innovative and effective methodologies to promote social inclusion of disadvantaged groups, utilizing technologies to which they would normally have little or no access.
